Glow plugs not quite working right

Hi,
My glow plugs seem to work great when the (TD 1.6) engine is stone cold, and obviously they don't even trigger when it is already up to temp, but there is an annoying period in between when the engine is too warm for the glow plugs to light up but too cold to start without turning the motor over plenty of times. Chug chug chug chug.
I've looked on the wiki - and no joy. I asked a mechanic, and he seemed to think it might be build up of deposits on the injectors, so we treated with some additive fuel treatment. But that hasn't seemed to solved the problem, so I was wondering whether anyone had experience of such a problem.
I'm very grateful - apologies if I could have found this somewhere else, but I did try - and be gentle with me, I'm relatively new to all this VW lark...

ps. The engine is apparently not the original but a TD 1.6 Golf engine
