Removing rear Westy bumper

I've tried removing the rear bumper of my Westy Atlantic to treat some visible surface rust. Undone both 13mm side bolts and also the two 19mm bolts either side that are close together and bolt onto the chassis. Still can't get the bumper to budge even though I've sprayed pentrating oil on the offending area

I've noticed that there is a third 19mm bolt either side that is set further apart from the two 19mm bolts either side that I've already unbolted. Question is: Do I have to remove all three 19mm bolts either side that bolt onto the chassis or just the two either side that are close together?

some bumpers use all 3!
some just 2 ,
but if you have 3 then they are all for the towbar!
sometimes the 2 furthest away are 17mm
and the screws /bolts at the end of the bumper or behind the end cap plug!

This is my first T3/T25 so I'm a bit of a novice and I was worried that the 3rd bolt furthest from the rear bumper either side (that is set further along from the two 19mm bolts close together either side) was in some way helping to hold my diesel engine in place......don't larf

I really appreciate your help
