General maintenance 1986 DG1900

A few questions in need of answers if you please....
Front to back metal coolant pipe in my DG1.9 engine bay.....what can I paint over it to prevent premature rusting.? Does it rust from road dirt or from inside when lacking antifreeze?
Preparing for undersealing with waxyoil.....my bro-in-law has an industrial size muther of a petrol power washer for cleaning lorries. I mean this thing is fierce
but can be throttled back. Can I use this to clean the underside before removing surface rust, applying rust inhibitor, spraying with paint and then coating in waxyoil? I fear it might be too powerful and damage old wiring or push crap into wheel bearings, bushes or brake calipers etc.
Can anyone recommend an auto electrician close to SE London or NW Kent . Got some issues with 12 volts stuff. Obviously trustworthy and thorough in return for for my hard earned wonga please.
Best make of oil filter for my DG 1900 please. and where to buy? GSF? Not really into Just Kapers

Bodywork paint. I've tried using VW L90D paint for respraying small repaired damage on wheelarch. It looks too ivory coloured to me. Is this the correct stuff? Honda polar white looks best to match my original paint. Or is this due to paint age on vehicle?
