Inlet Manifold Heater Element

Hi all, Have serched TQ&A + Wiki unable to find any info on Inlet manifold heater element, question is... what current will this draw when ignition on, when starting does it stop drawing current and when engine running current switched back on, and is it fused somwhere. Question may be tall order but no doubt there has to be some person that may be able to shed some light on this with luck. I Have (suspect) battery drain, when ignition switched on Voltage drops about 0.8v / 1.0v , move switch to start and engine starts (starter motor a little slugish) volts rise to around 14v charging ok, new battery, runs fine. After run battery around 13v, after couple of days drops to 12v, seems like slow drain when ign off, when starting ign on drops voltage to below 12 making difficult to start. I suspect starter problem / short circuit ? I could remove battery cable from starter and turn ign on to see if problem still there but the dark came in and had to stop. Done most diagnostics but long list!! . any comments on this would be muchly recieved. Have tried to keep concise SORRY (1.9 DG Petrol Water Cooled) And thanks in advance
