usually a bad earth or connection get your earths sorted first ...
Does the lamp have one wire or two attached to it

get a multi meter and see how much voltage you have at fuse then switch then light, once you have a drop in voltage its that section that wrong. But it could be the earth that the light uses!!!

I had that problem mine was the feed wire that had been used had cut through where it went through body work as no gromet had been used.

do both the wires from the aftermarket lamp go to the rear lights?... or does one of them attach itself to the body or the bumper or anything metal.... if it does that would be a good place to start as thats an earth point

in the rear light cluster connector... brown wire to the male side... it's a common earth so if the lights work the earth is good.
so you need to find out if one or both of the aftermarket lamp wires is either connected to the big connector at the rear lights... or one to the body of the van

Are you checking the right fuse? on later fuseboxes the fog fuse in the row with all the others is just for the front fogs usally fitted even if the lamps aren't. The rear fog fuse is one of the extra ones stuck above the relays with no clues to its location (I think the other extra fuse is dash lights and then there might be some optional kit fuses/relays if your lucky as well)
