hi-top rust

is where the top of the tailgate meets the hi-top susceptable to rust?

In a word Yes
both inside(look carefully at the roof seams just inside the rear door,this is not normally serious and is caused by the rivets used to attach the plate above the rear door)
and outside(the metal plate above the rear hatch that joins to the hightop,
this is replaceable)
also check the front interior roof seams
and the sink drain pipe where it passes through the floor

i think the only thing not susceptable to rust is the steering wheel

Some silicones sealant you cant spray over, go to your local car paint/body repair shop and ask them what they use.

The state of art Hitop adhesive sealant is the newly introduced Sikaflex 512 designed for vehicle body bonding--polyurethane based--£13 a cartridge--you can get cheaper polyurethane sealant--but if you use silicone-you will be diggin it out in 6 mths time--
