carburettor problem

Where should the throttle valve adjusting screw be positioned once the engine is warm?
Mine sits under the fast idle cam (see pic) and when there the idle speed is ok, the problem is its always jumping up onto the 1st step of the cam (2nd pic) and it then revs way to high, the only way to make it drop back down is too keep pressing the accelerator peddle or have to get out and do it manually.
Also theres a bracket on the accelerator cable not bolted to anything (last pic) i can't see anywhere to bolt it too.
