My choke thinks it's on a Ferrari! Please Help!

Van's running sweet once warmed up but for the first five minutes from cold the engines trying to race away from me. When driving this is fine, but at the lights and in traffic, i.e in neutral it's as if I've got the loud pedal on the floor.
1.9DG with Pierburg 2E3. Big nuts and bolts I can handle, but carburettors have always baffled me.
The choke must work as it turns off slowly as the temp rises and the engine settles to a nice idle. I've tried adjusting the 'choke valve gap' as per the Haynes manual but with the 'fast idle adjusting screw' on the highest step of the cam I cannot push the vacuum diaphram pullrod upwards as suggeted in Haynes. The choke flap is in the wide open position and just seems to flap around with no resistance.
Am I getting confused - should I just adjust the fast idle screw with it set on the second step of the fast idle cam with the engine warm? PLEASE HELP - the engine racing from cold is REALLY SCARY!
