if you have shorted out the plug where it connects to the switch in the rad and the fan still not spinning, then it is indeed a fan issue. check the fan by supplying it with power from a seperate source, then if it spins, check the wiring , the switch in the rad is just that, a switch, so check with a multimeter when rad is hot for connection between poles.
