Mine does that too. Usually locks and unlocks the central locking too.
Scares the passengers.

same thing happened to me holiday, driving along and horn going off intermitently got some bad stares people wanted to fight me!
Ne way, I took off the swheel and found sand (from the beach) had got in in between the two contact rings and tuned up one edge of the ring.
Flattened it down cleaned up both surfaces with the rough side of a match box, put it back together, bingo problem solved.
Hope this helps

if you cant find the problem you could always remove the wire for the horn and use a large push switch on the dash as your horn but make sure its in easy reach and clearly marked up HORN, then no worries about MoT

sounds like the wire from the horn to the steering wheel has chafed through somewhere? it works by earthing the wire as the horn is insulated from ground. if the wire is touching the rotating steering column it can rub through and intermittantly sound the horn
try running a new wire up from the horn if possible

GOT THE SAME PROBLEM ITS THE BRASS RING ON THE BACK OT THE STEERING WHEEL EARTHING ON ONE OF THE SCREWS WHICH HOLD THE INDICATOR/WIPER STALK HAVING STRIPPED ITS THREAD. TRY MOVING THE IGNITION BARREL ASSEMBLY DOWN THE COLUMN TO INCREASE THE CLEARANCE BETWEEN STEERING WHEEL AND IND/WIPER SWITCH ASSEMBLY.ALSO CHECK THAT HORN RING IS FULLY HOME IN THE STEERING WHEEL.HOPE THIS HELPS.
