Cant help on where it should go.. but someone will be along that does..

what mpg are you getting? 17 -24 is "normal" depending on round town on a run..
make sure the carbs are in good condition (most are no now) a rebiuld service is available from a couple of sources.. one of them at Gasure..

ensure the ignition timing is correct and check at full advance what its getting.. a couple or 3 degrees at full advance extra makes a big difference.. (these engines were set to run on 91 grade UL, we only have 95 so you can get a little more advance because of it)
Also the vac advance actually works..

Silly things like tyres pressures and dragging brakes will effect mpg too..
and driving style also...

the 2 carbs should be joined up together with a pipe........it should all become clear when you take off the air filter housing
