Rusting from the inside......

Actually it was small rust bubbles on the outside I was going to deal with. Intending to replace the lino I removed the whole of the oven/fridge unit, exposing the panel. About a third of the way up from the floor is a welded cross beam which seems to serve no useful purpose, and it is rusting at the seams. Is this just a straight rub down and paint job or is more drastic action required?
Any suggestions for a course of action, apart from shutting my eyes to it, would be gratefully received. Thanks

To do it right it`s a full panel off, including that cross-beam, see the Wiki for pictorial feature on how to do it

easier option is try and treat the ruated inside with rust convertor / encapsulator which will slow it down a bit, then treat the outside, grind out the rusty bubbles and fill, then paint, not a permanent solution though :(
