what are the options for a Syncro workshop manual?
I have seen a Haynes transporter 82-90 manual but it seems to be for petrol models (mine is a 1.6td).

Bentley manuals do a version for the vanagon Syncro which is for the whole van; not too sure whether the american market got the diesel engined van though so you may find it good for everything syncro accept the 1.6td engine.

Bentley covers the NA diesel only... as Mark says, pretty well everything else syncro wise, not always perfectly, but fairly comprehensively.
The best on-line manual is a mix of here and there (other syncro forums)
Here is the club80-90 Syncro forum archive, past posts etc... as well as a good few articles in the Wiki
There would include the Brickyard forum, the Brickwerks website and the US syncro.org

just kampers do a"kamper manual" part number j10839 which covers the Diesel/turbodiesel 1.6 and 1.7liter engines.i have one and the bentley book,even with these[as harry says] you'l have to get info from other places.
