Condensation and petrol filler

Condensation - in one of my headlamps. Drives me mad! I dried it out thoroughly, redid the front glass seal and resealed the rubber cover on the back with a aquatic sealant and it STILL mists up.

Oh, and how easy is it to remove plastic surround on petrol filler? I want to get in there, treat any rust and repaint (with a roller of course!)

Any ideas?

just undo the three screws behind the filler cap, (beware the metal reainer behind the arch may be rotten) remove the metal sealing rim, from the wheel arch pull the fillerneck away then poke your hand in the hole and rotate the plastic surround anti clockwise and out she pops.
