fuses under drivers seat

I've got four ceramic fuses under drivers seat. one is blow, (has just blown, i think). what are they? my van won't start. are they connected? plenty fuel, battery got charge. when key turned, there's nothing, no starter turning, does'nt seen to be any spark to motor. help please.

Need to check if you have feed to starter switch wire. Smaller wire to starter with a push on terminal. should get feed when key turned to start position. if no feed check that feed coming out of back of ignition switch.
