I have an '85 Devon conversion caravelle and am looking to put some lap belts in the rear to work with the rock 'n' roll bed.
On the sloping part of the chassis under the bed are 4 screw points with the black plastic screws in, are these the mounting points for the belts?

Probably.
If they are about 10 - 12 mm then yes.

Yes - these are the mounting points in the centre section of the sloping panel - make sure you use proper seat belt bolts as they are the right strength. You should also find mounting points on the sides for the other end of the seat belt.
