1.9 dg wbx cooling issues

Hi guys, i own a 1983 1.9 dg wbx camper and i have some trouble solving my cooling issues.

The problem sounds like this, i recently bought the car and i started solving some problems before i register and drive it, my cooling system does not appear to work, the radiator does not get any warm, so the coolant stays hot and my engine overheats.

I replaced with new quality parts the following:

Thermostat

Water pump

Steel bypass pipes because they were all rusted

When i start the engine ( my engine does not have the best idle ), as the engine warms, all the pipes / hoses seem to gradually get warm but somehow, even if the coolant gets to operating temp for the thermostat to open, hot coolant does not get to the radiator so the radiator fan does not start, so that results in overheating.

Do you guys have any idea? Also as i replaced the mentioned parts, the system was mostly drained, i filled as much coolant as i could in the expansion tank (cap open ) , with the radiator screw open, started the engine, after 10 minutes, radiator or heater core does not get any warm coolant, i also mention that heater valve is open. After the coolant got over the operating temperature and it started to boil, hot coolant started splashing from the expansion tank, so I stopped the car-that’s my current stage.
