Aircooled Ventilation- too much fresh air!!

On my Aircooled van there's a hurricane of fresh air (most noticeable from the windscreen vents) when driving along. 

The direction control doesn't seem to alter this much and the fresh air control doesn't make any difference. 

Through the ashtray hole I can see that the cables are connected, and I can see that the fresh air control is moving the arm on the plastic box where presumably the flap resides. 

What could be up? I'm guessing it's dash out to get to it or is it accessible through the grill?

Yep dash out

Easy enough job to do having done both mine

Repair is either a kit or a load of sticky back plastic to reseal the flaps when closed, I've used draught excluder seals for household doors before, as well as cardboard and double sided gaffer tape

The vw stuff hardens and falls away over the years

Just a thought but have you checked the plastic ducting under the dash is connected to the screen vents? Mine came off at the "grille" end and is, obviously, an easy fix. Would be worth checking if you haven't already.
