Not starting when pointing downhill

I'm working on secondhand info here so bear with me...
Woman and her mum have been out in her mum's camper, its a 1989 1.7 diesel. She's noticed that when it's pointing nose downhill that it takes a lot longer to start, then when it does there's plumes of white smoke.
She's said it's got half a tank of diesel in. Is this indicative of a missing one way valve or a blocked/ loose pipe? I haven't had chance to examine anything with breather pipes or the inner arch tanks yet.
My suggestion of carrying a trolley jack or some ramps everywhere was, however, not well received.
