VW 1600CT Studering

HI, I'm new to this forum and hope I'm posting correctly.
I live in the Netherlands and have a T3 with the 1600CT engine. I know not the most popular... We bought a freshly restored 1600CT engine from a specialist but the quality is a bit disappointing. Now I got it finally running well but only low in revs it holds in. To drive off you have to press the clutch sometimes till the rpm are higher. At higher rpm it's okay. The carb has new gaskets and doesn't leak (tested with brake cleaner while running). it doesn't misfire. The timing has been adjusted with a timing light and the mark on the casing and flywheel align. Does anyone know what it can be? I'm kinda stuck.
