When I try to charge my mobile from the USB port in my solar Charge Controller with the Solar Panel connected, the voltage drops from around 13.5v to around 9.5v. When I do the same test connected to my main battery it only drops to around 12.7v, is this a sign my leisure battery needs replacing.

Battery might be shot perhaps, could be a wiring issue. Make sure all the connections are solid.
But as mocki said where you measuring from? The battery or does your controller have a screen?

connections are ok, voltage taken from window or screen on controller.

So with solar panel in sun it’s dropping just by putting a 5v 1amp load on it ? I suggest the panel isnt providing anything , or the leisure battery isnt connected , or is shot .
Check actual battery voltage at the battery poles

Thanks Steve, voltage same reading at battery poles, solar panel working as gives indication at controller. When disconnecting phone from usb port at controller and all conections still in place at leisure battery and solar panel, battery recovers after about 20mins. Should add this is a small portable solar panel that i use to keep battery.or batteries conditioned. Leisure battery only used for internal lighting and radio.
