Was trying to remove front steel bumper and it appears that the captive nut is just turning now. Is it a captive nut or is it reachable from behind, Apart from cutting it off, what's the best way to fix this?

unfortunately it's a captive welded to inside of deform cross member, I'm not sure if it is possible to access it from behind at all, there aren't many holes in the inner member (just really for the rods that hold the tyre in place and access for wiring) so you may be looking at cutting the head off to remove the bumper; it maybe the thread on the bolt is stripped and you may be able to cut a slot in the bolt stem and wind the remains in and through once the rust is dealt with and then re-tap the thread in the captive if it is still captive and refit the bumper with a nice new bolt

Thanks for the reply Aidan. I guessed that would be the case, it seems a bit of a strange way io fit a bumper. I only tried to take it off as I wanted to fit a plastic end neatly!

Fixed it by cutting off  bolt head and drilling round hole where the oval hole is on the deformation panel, Ring spanner now fits in hole with a selotaped nut to hold whilst fitting it to the new bolt. Fitting end cap more difficult but reversed bolt with nut on outside and nut cover on it.

I love that solution
