Rear wheel arch hole leaking liquid and unidentified part

My rear offside wheel arch (behind sliding door) sometimes leaks liquid. As it's been raining so much it's hard to tell if it leaks when not raining, but the liquid doesn't seem to have any colour or odour.

It comes through a hole at the bottom of the wheel arch which looks to be decay rather than purposeful. The wheel arch seems solid enough though.

I poked around a bit inside the hole and found a small part which looks like an old rubber bung.

Can anyone help me identify what is going on? What is the rubber bung for?

The bung is supposed to be in that hole. I would guess that its rain and/or condensation finding its way out.

Looks like a lot of rust eating away in that area, could be inside as well.

Aye, don’t use the jacking point there. Place a trolley or bottle Jack further onboard under the outrigger, at least until you have a better idea of what else has rusted away.
