2.1 tapping.

OK so I know lifter tapping has been covered loads and I've looked it up and tried different things but I'm at a bit of a loss.
After rebuilding the engine last year all is well runs fine aside from when it gets warm I get a tapping noise that sounds just like a lifter has bled down, which is annoying as its quite loud seems to be from towards the 3/1 end of the engine. The noise is rev related as well as its speeds up ticking with increased revs.
Its a new cam, end float was bang on spec and all new lifters, lifters were all disassembled and bled when building the engine and adjusted to touching and then two turns in, pushrods were seated correctly, oil pressure is fine. 15 40w
With it being a "higher Lift" cam I thought maybe its putting too much lift on the valves so I backed off the adjustment to 1 turn from touching. No difference.
I went to check valve adjustment the other day couldn't push against any of the arms so they all seemed pumped up. However I couldn't back off or do up exhaust on number 4.
Eventually got it out and found this.
That was brand new at the start of the year.
I don't think any of the valves are stuck/bent as the engine doesn't sound like its missing or any odd vibrations.
The one thing I didn't do with the build was any valve lapping or checking as I just filled the exhaust and intake ports on each head with parts cleaner to look for any bleeding from the valves, which there was none so I didn't bother. but I suppose that wouldn't show any play in the stems which could cause it to bend and putting pressure on the valve train?
