Pierburg 2E3 carb fast idle cam spring?

Having some trouble getting my 1.9 petrol with the pierburg carb to cold start. I think the problem is that the fast idle cam (which I think is the metal piece to the right of the right hand spring in the picture) isn't getting pulled back.
It seems that the spring should do that, but the spring seems to have given up and doesn't move.
Can I get a replacement for this? Is there another mechanism that pulls it back?
My other worry is that the bar that is bent down in the second photo should be straight, considering bending it back to 90degrees, but not sure if it should be bent to that angle..?
