Chocolate block indentations on driver side foot well

Just noticed on another topic the marks resembling chocolate blocks on the footwell below the rubber matting.  I have the same marks on my drivers side but not on the passenger side which is completely flat and clean.  Are these supposed to be there as some of them are raised/proud of the metal the others resemble indentations from the underside of the mat. Are they there to serve a purpose ie anti slip or some sort of indentation from the rubber mats.

I think the driver's side had sound deadening material under the rubber mats, passenger side didn't. Some cost saving wisdom there

That makes sense as some of it is quite flat if not almost disappeared mainly in the area where there is more foot movement, where as near the door they are more raised.  Looks a bit manky at the moment so was going to flatten the whole lot and repaint, but on hindsight will give it a good sanding and cleaning then paint accordingly.  Or I may flatten it and replace with similar soundproofing material.

Thanks, there has been rust in that area which I have treated and repaired, so I think I will chip as you say what is left and repaint and relayer.

So cleaned up the area patched painted but not removed the remnants of the soundproofing as feels as if welded to the floor.  Heavy rubber matting which is in one piece that covers both the passenger side and drivers side has some rips, ie around accelerator panel and near the washer bottle refill inlet.  Took this out of vehicle and gave it a good clean with a power washer.  Has anybody got any ideas how these mats can be repaired, tried duct tape underneath but due to uneven surface difficult to find a purchase that lasts.

I used polyurethane adhesive/sealant to do mine. Add plenty underneath, worn patches can be re-profiled with it also.

I tend to use Soudaflex but they are pretty much of a sameness in this application. I filled the indentations underneath quite well to cut down on the flexing over the split area with the minimum needed in the split and on top.
