Coolant flange leak

I have had a leaking joint for some time now and I want to stop it. However, I can't get the nuts off the flange. The oil filler tube is in the way, but I can't get both nuts off that flange. The bottom one is easy, but the oil pipe is in the way of the second nut and I can't get a spanner or a socket over the nut. There is absolutely no room to turn the bolt no matter what I try. The engine is in the vehicle. Do any of you have a solution, any help will be appreciated.

I "customised " a spanner to do that job , but even so it’s arSe

I was thinking of a very short box spanner, but there is very little space to turn it.

I misunderstood the connection you are talking about , I saw the oil filler tube and big arrow and thought it was the oil filler tube you were struggling with .
The flange you are talking about should be Allen / spline bolts I think .
