Possible faulty fuel gauge

So as part of changing my fuel filter I emptied the tank through the filter and ran it dry. To my amazement it was still showing still not in the red?
When new lines and filter was installed I put 10 litres into the tank which only slightly rose the needle if anything at all.

And yes it was on level ground!!

It's a 1981 Westfalia 2.0 CU petrol engine.

Is this a thing that the wrong fuel gauge sender was installed previously or am I losing it??

It’s a 60 litre tank , so if you put in 10litres assuming it wasn’t completely empty you should be getting a reading a bit less than 1/4 , which it looks like you are

I completely drained all the petrol from the spigot with the front of the van slightly elevated.

It it a case that I didnt full drain the tank? I thought I got it all out.

If you raise the front of your van you have moved the fuel away from the lowest point of the tank! (which is the middle)
