Common problem if it's been standing a while. I leave mine in gear and the handbrake off if it's not going anywhere for a while.

The fluid is hygroscopic, so it absobs water, this will corrode stuff.
The fluid sould ideally be changed every two years

The other thing worth checking is the handbrake cable ‘grommets’ - there are plastic sleeves where the two cables pass through the frame just aft of the handbrake cable ‘splitter’. Over time the action of the cables can wear a groove in the plastic which can grip and hold on to the brake cable even though you’ve released the handbrake.
Chock your wheels, and put your van in gear with the engine off - so there’s no risk of it moving. Then release the handbrake and reach under side of the van to wiggle the relevant cable underneath side to side. Remove the chocks, get back in and start up to see if it has cured the problem.
