JK J13396 equipment. What is it?

I'm trying to identify this old bit of gear. Looks to me like an addition to side of sun awning perhaps?
Found in my camper years ago. Then stuffed in loft. Looks unused
Comes with gutter clamps, pegs and lines. No cord for figure 8 attaching.
Emailed picture and J13396 to JK but could not help. Any (polite
) ideas?
