Earth on aerial

I have had a dig around on the web but can't really find an explanation. Does an aerial need to be earthed? I know it has the little 'cage' around the plug into the radio but does it need to be earthed around the mounting? Mines a pillar mount and reception is pretty crap. Much worse than it was a year or so ago.

Often crappy little 12V devices like USB chargers are responsible for bad radio signal due to radio interference.

Usually need an earth to provide a ground plane - ask anyone who has had a cb/amateur radio setup. My radio works fine in the boat when in the water once out of the water it loses its ground plane and just gets crackling.
What usually happens is rust forms under the earth point and it loses contact with the bodywork. Mine is a pillar mount and reception is fine.

It could be time for a decent new aerial...
Hard to beat a full length stainless steel aerial.
