T25 1.9tdi engine judders/hold back

I have a T25 1.9 tdi - the engine has started to hold back. I have replaced the fuel filter but this has made no difference.
It ticks over and runs fine but when you put your foot on the accelerator it holds back and fails to accelerate.
Has anyone else experienced this and have any idea what could be the problem?

What is engine code and is it a etdi or mechanical tdi?

Sorry I do not know the engine code - all I know is the engine is from a 1993 mk3 Golf and yes it electrical as it has a full wiring loom.

Have you checked/replaced the air filter? Check the intake for any restrictions?

Sounds like a early 1z engine. If it won’t rev at all or above 1500 rpm it could be because the ecu cannot see the throttle potentiometer. Typical fault could be the round multipin connector which is not in full contact with non fuel pump wiring or has verdigris affecting it. You could do with vagcom or a ultragauge/scangauge to see if potentiometer is going 0-100% when you floor the throttle.

other than above said, what type of diesel filter you have?
I had similar problems when some debris stuck in the input banjo bolt on the early screw on type fuel filter housing
