Pull the plugs on the idle speed control valve and connect them together.
Haynes says this is the way to check advance.
My old bus ran with the control circuit bypassed for 12 months.

Bad starting and idling when cold can be caused by the Temp sender in the back of the thermostat (T2 sender I think) or wiring to it being open circuit (broken, bad connector), or shorted, or so I found - it then tells the auxiliary air regulator the wrong message (you can test this by pinching the hose to it, Bentley says, if it is idling cold it should reduce revs)
The T2 cold resistance should be between 3 and 7 KOhms

had this for yonks *may have sorted it*
as tony says, plus undo yellow conector, as in haynes
but, disconnect both + and - on battery, to reset system
then time it....

you could try cleaning the idle control valve, the one that sits on top of the engine and buzzes when you turn the ignition on.
