What is this then?? Putty??

So i was removing the more bits of rust and parts from the engine bay today and found this stuff:
It cam off here. It doesn't look like a weld, more like some kind of putty? I managed to pull it off with just may hands too

Its the factory underseal.

It is white enough to be bathroom silicone sealant!

You said on your other chassis rust post that it passed the mot, could that rust damage be seen or was it covered over with a bodge ?

It passed the MOT as they said it wasn't structural. The chassis rail looked as bad as it does in these pics for the MOT, but the upper part in the second picture was covered by sheet metal and wilkos bathroom sealant
