Rear wings to arches

Morning all,
Currently my rear wings have strips which are welded (rusted & Fiberglass) to the strips which come off the rear arch on the body (also rust). My question for the day is, is this normal or needed? The wheel arch strip from behind the wing can be replaced easily enough but should it also be connected to the outer skin, its non structural but I may be missing something.
Any advise welcome.
