MOT time - fluctuating brakes question

On my last MOT, I had advisories on fluctuating rear brakes. The problem is that they were all new - drums, shoes, hydraulic cylinders.

In the absence of worn out parts, what could cause that to happen?

If they were fitted just prior to the MOT they may have just needed time to bed in and may be fine now. How do they feel to you when you brake. If they are bad, you'll feel your foot moving up & down. Best way to check is to find a safe road and just pull the handbrake a tad. You should be able to tell if they're pulsing.

I had same problem new brakes ,discs,cylinders 4 months prior to mot. and on mot day it failed on brakes personally I don't think they where that good from factory .So what I did was adjust handbrake a bit more and it passed.
