Fuel filling elbow jubilee clip screw won't budge

I found out that the rubber fuel filling neck/elbow on Mags had perished to virtually nothing - sadly this was when filling her up and petrol starting leaking all over the garage forecourt :shock: !

I happily bought a replacement but I can't get the screw undone on the jubilee clip... :evil:

Short of cutting away the clip with a multitool, and risk sending sparks into the fuel tank, blowing myself, my house and my neighbours' houses sky high as the fuel hose is now open to the elements, I don't know what to do!!

Does anyone have any suggestions of how to budge the *%$@( thing so I can close the tank off before the whole lot evaporates over another "hottest bank holiday on record"!!?!?!

or damp rag down the hole past the rubber and a dremel cuting disc

I'd thought about stuffing something down the pipe, damp rag will be perfect :D

Can't get the hacksaw in and I don't have a dremel. Trip to Screwfix tomorrow if the multitool doesn't work!

What are you using to try to undo it - if screwdriver, don't bother. Use a socket, usually 7mm. Screwdriver is just for taking up the slack when fitting. If it is just a steel clip it may just break apart if it is particularly rusty.
