Fuel filling elbow jubilee clip screw won't budge

I found out that the rubber fuel filling neck/elbow on Mags had perished to virtually nothing - sadly this was when filling her up and petrol starting leaking all over the garage forecourt
!
I happily bought a replacement but I can't get the screw undone on the jubilee clip...
Short of cutting away the clip with a multitool, and risk sending sparks into the fuel tank, blowing myself, my house and my neighbours' houses sky high as the fuel hose is now open to the elements, I don't know what to do!!
Does anyone have any suggestions of how to budge the *%$@( thing so I can close the tank off before the whole lot evaporates over another "hottest bank holiday on record"!!?!?!
