Middle seat -panel van

Hi guys, is it possible to fit a 3 point seat belt for the middle seat in a panel van. To make a bit safer for the 11 yr old, it has a lap belt currently. (3 seats across the front) ? 
anything is possible... but there is no factory option for this
do you have a full/half bulkhead?
