Rear hub runout

Hi
My brakes stop the van well enough, but the pedal pulses noticeably. The van will judder when braking hard or from higher speeds - it feels the same as a warped disc.
Last year I fitted new discs, pads and carriers to the front, and the year before, new drums to the rear, but there was no improvement.
I've read that this could be caused by a bent rear wheel hub, so this evening I measured the rear hub run-out with a DTI gauge. I get 0.1mm variation on the NS hub, a bit less on the O/S. Is this enough to cause pulsing at the pedal?
Also, what size are the little bolts that hold the drum onto the hub? Are they 7mm? And are they strictly necessary, given that the wheel nuts will clamp drum too. My van has never had them - I was just wondering if they might help reduce pulsing
