Fog lights issue

Hello all,
Bit stumped by this one, mainly because I don't understand the circuit. Basically my van has failed it's MOT because the fog lights and the tell-tale light inside the van are not working. Simple I thought, it's only an electrical circuit I can probably fix this, I'm not too bad with electrics normally.
However, I'm a bit stumped as all the obvious checks turn up nothing. After checking the wiring as throughly as I could, I've worked out there is no power to the circuit regardless of ignition on or off (with the headlamps on of course.) I'm getting no 12v reading from the switch on any of the wires and there is also no 12v reading from the fuse in the fusebox (Fuse 6) the entire circuit appears dead.
As a temporary fix I've taken a 12v feed from the instrument cluster lights and wired the foglamp switch into this (so they work when the sidelights are on of course) This is good enough for the MOT however I am keen to fix it properly of course, for a start that arrangement is probably overloading that circuit. What I can't work out is where the 12v feed for the fog lamps is controlled from as obviously it only works when the headlamps are on. Is there a relay in the headlamp circuit? if so where is it? I don't have a haynes manual so I don't have the circuit diagrams.
Any help would be appreciated.
