Is this my brake pressure reducer and other brake questions?

Hello again. Just re-doing my van test and failed on possible leaking master cylinder? Funny i thought...I didn't see him pull out the dash while he was under the van. On further inspection i see the technician was wrong and its not the master cylinder but it is instead i think the brake pressure reducer. I have attached a picture so one of you fine people can confirm or deny for me? Its on the front right of the van near the front wheel. Haven't seen any noticeable drop in brake fluid either.
Also what size tubing are the metal tubing bits coming off it? he says one of them is showing signs of leaking to.
Also to replace my handbrake rod is it definitely a fuel tank down job? No way i can just cut the rod underneath and pull it up through the cab?

OK re the cable rod
Cut the rod and get a 6mm
rod joiner and a 300 mm length of
6mm allthread rod.
simply remove the damaged rod and join the new piece to it
No need to replace the whole lot
NB Damage usually occurs when the rear brake performance is adjusted using the rod, the rear drum brakes should be adjusted using the brake adjuster in the drum....as you probably know.
The pipe attached to the rear brake pressure
regulator is standard brake pipe.
Removal of the regulator is covered in the Haynes

Good man thanks. With the 6mm rod i did that previously, i could only get a 20mm long rod joiner. When i put it on the existing rod it just slid over it so i drilled a hole in the joiner and put a bolt in that to hold the rod in. When it was tested at the test centre it just snapped at the joiner obviously because the joiner wasn't catching any thread on the rod. Makes me think the rod has over time corroded to a level where its no longer 6mm. Hence me thinking of replacing the whole lot. Allergic to the thought.
Brake pressure regulator, thanks for that. Will have a look on Brickwerks to order one.
