I took my old ones out to check for rust, I have treated the rust and was leaving till I re painted before I glued them in.

But is the any need for this?

The new ones I've got stay put by being pushed in place. I can take them out and clean under them if they get dirty and if needs can remove for a bit of ventilation.

They are not glued from the factory. Some do not line up with the holes so they get glued in.Dont know if its the aftermarket steps or the rubbers that are wrong. If yours fit the holes then why glue them.
