I'm having a cold start problem on my 1981 Air cooled bus, it has a carb set up, any ideas what it could be before a garage tries to charge me millions haha!

Oh, I see. By a "carb setup" you just mean it is fitted with a carb or carbs ie not fuel injected.
Choke(s) not working then.
