Dashboard metal thickness

A very specific question that someone might know the answer for: what gauge / thickness of steel is the main dashboard?

I need to put a 29mm hole in our dashboard to take a USB charger. Only trouble is that I need to do this job without access to power tools. I'm thinking of using a hand-drill for a pilot hole and then a Q-Max cutter to punch the final opening, but these have a maximum thickness of steel they can cut, and I don't have access to our van right now to measure it myself.

Does anyone know the answer to this or have access to a dash and micrometer that could find out for me?

A Q-Max would easily cope with the dash.

Or a step drill using a cordless drill would work.
