Looking around on the net and here I suspect there is no easy solution to this.
The front plastic guard is attached by 10 bolts in nutserts (captive nuts). 3 of the 10 are spinning. Ideally the valance has to be removed to take off the bumper but got round this although putting it back on will be a challenge. However, would like them off to paint the area. Because of the plastic I can't try re-tightening down or heat, have yet to try impact. Has anyone got a tried and tested solution or is it drill out and install new nutserts?

Remove the spare wheel there are some holes in the rear you may be able to get a long nosed pliers through to hold the rivnut or a screwdriver to jam it sideways.

Thanks Just been out and had another look and the photo also hold a clue - there are holes in the front as well
Just flooded with WD40, might be able to jam a bar in to hold enough. Will look to see whether holes are rear are any bigger.

Postscript.
Tried to jam them but failed then used impact screwdriver which had no effect.
Ended up cutting the heads off and will drill out the nutserts and fit new ones.

Drilling out nutserts isn't always easy as they have a habit of spinning. There are ways around that though.

I haven't tried to attemp to remove the part you are so forgive me if my methods aren't suitable to this application. Firstly, can you get the edge of a grinding wheel onto the problematic nutserts? If so grind away. Can you insert a bolt into the rear of the nutserts? If so, place a bolt in there which can be gripped with mole grips which would keep it in place whilst you drill the 'face' of the nutserts. I've used a die grinder in the past which rotates at 25,000 rpm and it is clear that the nutserts can't rotate as fast, thus, the 'face' is ground off. If none of this is any use, put up a closer photo that we can assess.
