Rear bumper iron removal

I need to remove the rear bumper and irons to get at some rust in the rear valance. A tow bar is fitted so there are 2 M12 and 1 M10 bolt on each side going through the rear chassis rails and into irons. Problem is that 4 of them are just turning but not loosening as though the captive nuts are turning.

I can grind off 2 of them but there is one close to the rear valance that I can't access.

Any suggestions on how to get this out?

can you get something in from the rear to jam the spinning nut, the ones further forward there should be holes in the chassis on inside of rail that allows access to back of nuts iirc

It sounds like you have the type of towbar that has plates that slide into chassis rails, these do have captive nuts pressed in flush to these plates. Took one off and used it to make exhaust bracket for subaru install.
