Fuel filler cap surround installation problem.

Ok so I'm pretty mechanically minded, but I'm having great difficulty installing the black fuel filler surround to the body.
I can see it has tabs that line up with the notches on the body work and that the tabs have a slide on the inside to accommodate the notched bodywork. I have cleaned down the inside of the tabs so that there is nothing in the way and even lubricated the inside of the slides to help,them along. I know it only goes in one. Way also, with the screw to the top but I cannot get in in and rotate it to its correct position. Anyone else had a similar problem and any advice.

I've even tried holding it in place and tapping a screwdriver against one of the tabs on the inside to get it to rotate but it won't budge

Very frustrated.

Soak in very hot water to make the plastic more pliable? - mine was a pig to replace when I did mine. New metal so there wasn't any build up of crud in the way but was still difficult. File a small chamfer on the plastic to help get them started? Trouble is you have to get every one precisely located before you can begin to turn.

Do it with the metal neck top fitted then find a big open end spanner that will fit in but not right through then you can push and rotate at same time ,you know it goes in at one point only but double check ,oh and why wad it removed
