"Good" is very subjective. Whats the van? Heavy or light? 4 or 5 speed? Got a budget in mind? Are you good on the spanners? Can you weld?
I would say fit a bigger wbx for least hassle and ease of fitting, but I am biased...

A 2.1 with efi would be a good start.

Or just stick with the original carb, on top of a good 2.1dj.

My Hightop has a 2.1 DJ WBX And to be honest while I can keep the touring speed hovering around 70 MPH it does take constant anticipation reading of the road ahead and extensive use of the top two gears of the five speed box. I still can't get used to the lack of engine/exhaust noise and the power band at what I would consider low RPM which, while excellent for certain driving styles is completely the reverse of all other machines I have or have had. I would be less comfortable with any less HP at any RPM.
I still love the old bus though.

Get a 2.1 and swap your ancillaries over for a start. But weight of your van and gearing could be an issue as previously questioned or the GTI engine is popular conversion. Probably something in the WiKi too re: options.
I can only speak of my own experience. I had a 1.9DG now a 2.1MV with refurbished Pierburg 2E3/ K&N Air Filter/Speedshop exhaust and with 5-speed. I think it's pretty quick to be honest, good torque and it's good for 90mph, not brave enough to push it any harder just yet, but without slip streaming I'm probably at it's limit!
