Fit new gas tank cover - whats the process/rusted screws etc

Hi - ok so I bought a new Gas tank cover to fit. the one over the guages outside & under.

I can see there are 3 fitting holes on each side on the new one. On the van there are what appears to be 3 holes each side but a couple of them have rusted up either screws or rivets or something. & only maybe 2 holes (1 on the left - 1 on the right with the others filled with rusted up screws / rivets.

Anyone know how you fit these? Can I remove the largenut in the top centre of this area (one top right appears robe missing) & the bottom 'shelf' comes off (without removing regulator etc) - or do I need to knock out the screws in situ?? Nervous about just diving in as it's so rusty & tank behind contains flamin' gaaas

Any help greatly appreciatted.

ok just in case anyone stumbles across this post - it was easy little job - the shelf under the guage has 3 points to attach it. Not sure what was there previously, I think I read allen bolts, but mine only had one hex bolt. A bit of wd40 as it was rusted & it undone. You can undo these & slide the rubber (which shields the left hand side) off and then whole thing comes off without touching the gas guages regulator stuff. There's 3 holes or rivets on each end - mine had a hole & 2 rivets at each end. A short whack with a hammer & chisel popped them off really easily & I was left with 3 holes each end. I rubbed it down, rust proofed & painted it. Then added my new cover & reassembled. Grease the key hole as crap gets in there off the road. All working great.
