What's the ceramic cylinder by the headlight?

Hi all,

Just a query really, I had my lights out to clean the lenses (the old milky symptom) and noticed on the near side a block with what looks like 2 ceramic cylinders with coils, and a couple of wires coming from them.

No real issue, but just intrigued what it does?

Dim dip resistors probably
mine are on the offside and disconnected as I can't see the point of wasting electricity

Oh, are there two fan resistors? (in parallel perhaps to get the power rating)
